Should allegiance to country ever come before allegiance to family?

I could disobey my country if to obey would mean I was being irresponsible towards my family. It's like the whole thing where Christians ought obey in all areas unless they contradict Christian principles. I'm not sure if that is the same as giving our allegiance, but that's my shot at it.
